Most states give out seemingly random license plate numbers.
They are the uncool states.
Cool states, like South Dakota do so on a county by county basis with the first digit the registered county. The upshot of this system is that an east river driver can see a 2 at the start of a plate and notice that the driver is a long way from home (Pennington County)... or a driver in Day County (22) can curse properly when they are cut off by a bad driver showing a 1 (Minnehaha County).
This app is intended as a quick and easy pocket reference as to which number goes along with which county (for those who can't always remember), as well as a way to practice your memory of the counties.
