Most residents of Kuwait are not citizens and consequently do not have the right to vote. Kuwait's citizenship law, in theory, gives citizenship to those who descend, in the male line, from residents of Kuwait in 1920. As a consequence, only 130,000 people, about 15 percent of Kuwaiti nationals, had the right to vote in2006elections. Neither judges nor members of the uniformed services (i.e. police and military personnel) vote. Candidates for the National Assembly must nominate themselves and run formally as independents.
